Protection of Plant varieties and Farmers Rights Act' 2001

The Training Programme for creation of awareness among the farmers and other stake holders about the provisions of Protection of Plant Varieties and Farmers’ Right Act, 2001 was held on dated 05.02.2014 in the campus of Krishi Vigyan Kendra, Sambalpur Odisha. For the above said programme – Dr. B.R. Singh, Professor and Convener, IPR Cell, OUAT, Bhubaneswar; Dr. S. R. Das, Honorary Professor, Deptt. of Plant Breeding, OUAT, Bhubaneswar and Dr. D. Mishra, Associate Director of Research, RRTTS, Keonjhar were invited as Resource Persons. Deputy Director of Agriculture; Deputy Director of Horticulture; AGM (NABARD), Sambalpur, different NGOs of the district, personnel from different agri input companies were also invited as Stake Holders. Associate Director of Research, Sr. Agronomist, Agril Eng., Soil Physicist from RRTTS, Chiplima, Associate Dean, College of Agriculture & Horticulture, Chiplima, Sambalpur; Rice Breeder, AICRIP, RRTTS, Chiplima were invited as dignitaries for the programme. The representatives of some of the leading Newspapers of Odisha like The Samaj, The Dharitri, The Sambad and The Prameya were also present in the training programme. Personnels from Doordarshan Kendra, Sambalpur also attended the programme for telecast in regional channel. Besides this, 86 Nos. of farmers from more than six Nos. of Blocks of Sambalpur district had attended the training cum awareness programme.

The meeting was convene at 10.30 A.M. by lightening of lamp by the resource persons and guest members invited for the programme. The Programme Coordinator, Mr. Pramod Kumar Prusti gave the heartiest welcome address by describing the aims and objectives of the PPV&FRA training-cum-awareness programme.

Prof. B. R. Singh delivered a talk on “Important Provision of Protection of Plant varieties and Farmers Rights Act, 2001”. He described in detail about the farmers rights and benefits of registration of a variety. He also told about the infringement, offences, penalties involved in the said act. Prof., S. R. Das delivered a talk on “Conservation of Plant Genetic Resources and their maintenance” and Prof. D. Mishra told about the procedure for registration of Plant varieties under PPVFRA. DDA, Sambalpur told about the current status of registration in Sambalpur district and motivated the farmers for the registration of their variety soon. AGM, NABARD, Sambalpur gave his views that such type of programme is very much useful for the farming community and he will support such type of programme in future. ADR, RRTTS, Chiplima and Rice Breeder, AICRIP, RRTTS, Chiplima shared their views and experience among the farmers present in the training programme. An exhibition of the indigenous seed varieties of different crop was also held on the occasion. During the programme farmers asked their queries and the team of expert answered to those queries. The whole training programme was covered with Video Recording and VCD has been prepared. At the end of the programme PC, KVK, Sambalpur conveyed vote of thanks to all the farmers and the dignitaries present in the meeting.
